<br />", <br /> <br />",,,.0 <br /> <br />V<TBlSTBl:&N STATES V<TATBl:& COUNCIL <br /> <br />((1)) <br />~., <br /> <br />STATEMENT <br />of the <br />WESTERN STATES WATER COUNCIL <br />on the ," . <br />/ ' PROPOSED PRINCIPLES AND STANDARDS',\ <br />( FOR PLANNING WATER AND RELATED LAND RESOURCES ) <br />,~ ./ <br />'. <br />.......... <br /> <br />The Western States Water Counctl was formed in 1965, pursuant to a <br /> <br />resolution of the Western Governors' Conference, to foster effective cooper- <br /> <br />ation among Western States in planning for programs leading to integrated <br /> <br />development by state, federal, and other agencies of their water resources. <br /> <br />The Council has three representatives from each of the States of Arizona, <br /> <br />California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, <br /> <br />Washington and Wyoming, appointed by the respective governors. Each <br /> <br />state has one vote, but no recommendation may be issued or external position <br /> <br />The Counctl appreciates the opportunity to present to the Water Resources <br /> <br />'1 <br />I <br />I <br />I <br /> <br />taken except by unanimous vote of all member states. <br /> <br />Council its unanimous views on the "Proposed Principles and Standards for <br /> <br />Planning Water and Related Land Resources" as published in the Federal <br /> <br />Register on December 21, 1971. In a day of growing complexities and press- <br /> <br />ing demands for federal programs, the eleven Western States are deeply con- <br /> <br />cemed about the lack of emphasis on basic resource development. These basic <br /> <br />resources must be developed to proVide the base for the general economy so <br /> <br />that other needed programs can be supported.
