<br />001925 <br /> <br />. <br /> <br />FORWARD <br /> <br />The passage of the Federal Water Pollution Control Act Amendments of <br />1972, Pu1bic Law 92-500 (as amended in 1977, PL 95-217) represented a <br />major step by the nation to ensure future generations will benefit from <br />the highest level of water quality possible. The Act identified a number <br />of planning programs which should be initiated at various levels of <br />government to begin the process of water quality improvement. In order <br />to maximize efficient utilization of resources, Section 208 of the Act <br />established an areawide approach to planning for the abatement of <br />pollution. Section 208 provides that regional water quality management <br />plans based upon a comprehensive and integrated approach to water <br />pollution abatement be designed which ensures that the goals of the Act <br />are achieved within the framework of local needs and requirements. <br /> <br />. <br /> <br />The original San Juan Region water quality management plan was prepared <br />by the Colorado Department of Local Affairs in cooperation with the San <br />Juan Regional Commission. The plan was approved by EPA in 1979. In <br />1981, and 1983 updates to the point source information contained in the <br />original plan were prepared by the San Juan Regional Commission, and the <br />Colorado Department of Health. This document, provides a comprehensive <br />revision to the previous plan and its update. Once adopted by EPA, it <br />will be used by the Water Quality Control Commission and Division in <br />reviewing stream standards and classifications, site applications for the <br />construction of wastewater treatment facilities, in preparing discharge <br />permits and in making decision regarding grant funding. <br /> <br />-./ <br /> <br />. <br /> <br />-Hi - <br /> <br />.3. ~ <br />
