The <br />Desalting Plant betterment program for improving plant technology would <br />continue. <br /> <br />Some Impact on Santa Clara Slough <br /> <br />Operation of the Desalting Plant at one-third capacity is not expected <br />to significantly impact the wetland system during the next 3 years. <br />By limiting operation of the Desalting Plant to one-third capacity, <br />bypass flow to the Slough would be reduced by about 20 percent, and the <br />salinity of the water reaching the Slough from the bypass canal would <br />rise roughly 20 percent to a maximum of 3,600 ppm. There are sources of <br />water other than the bypass canal contributing to the Slough. Studies <br />are being initiated to evaluate the potential for impacts and (if <br />needed) identify mitigating options. <br /> <br />Use Of Temporary Entitlement Is Authorized <br /> <br />The 1974 Act allows and envisions the use of the 132,000 af per year of <br />conserved water to assist the Secretary in replacing the additional <br />water released from storage. <br /> <br />CONS <br /> <br />Does Not Allow Complete Testing Of Desalting Plant <br /> <br />This alternative does not allow testing of the entire Desalting Plant <br />operating as a unit. Without simultaneous operation of all three SCRs <br />and their respective reverse osmosis units, the capability of the <br />Desalting Plant to operate at full-scale and the performance of the <br />integrated control strategies cannot be confirmed. <br /> <br />Cost <br /> <br />Annual costs of $13.5 million per year until 1996, and $16.5 million per <br />year thereafter would be required. <br /> <br />Some Opposition From Basin States <br /> <br />This alternative would likely encounter less opposition from the Basin <br />States. However, the United States would not be following through with <br />minimizing the loss of Basin State water by full-scale desalting of <br />WMIDD drainage. Even though the reservoirs of the Colorado River are <br />drawn down, the Federal Government would be electing to continue the <br />loss of 105,800 af per year of WMIDD drainage. There may be some loss <br />of credibility with the Basin States regarding future Federal <br />commitments. . <br /> <br />29 <br />
