C9~'l
-.,

.

drawn to a low of 51, 600 acre-feet on May 12. The annual snowmelt
runoff began in mid-May and extended into early July filling the reservoir
to a maximum content for the year of 103,170 acre-feet on July 4.

The operation for the remainder of the year followed the plan except for a
slight change during the last half of September. Extra space was attained
in the reservoir by additional releases from about September 15 through 20.
This was done so that the outflows could be reduced to 50 c. f. s. during the
last 10 days of September to facilitate the installation of a new measuring
section at the USGS gaging station below the dam. Table 1 and exhibit 3
show the actual operation for the water year 1970.

Turquoise Lake

On October 1, 1969, there was 35,205 acre-feet of water stored in Turquoise
Lake. Of that amount, 10,181 acre-feet was owned by the CF&I Steel
Corporation, 8,461 acre-feet by the Homestake project, 3,527 acre-feet by
the High Line Canal Company, and 13,036 acre-feet by the Fryingpan-
Arkansas project.

.

The natural runoff during the 1970 water year in the Upper Arkansas River
Basin was about 140 percent of normal. FalI and winter inflow to the
reservoir was somewhat higher than anticipated in the operating plan. The
spring and summer native inflow was near our predicted reasonable
maximum shown in the operating plan.

The CF&I Steel Corporation filled their decreed capacity of 17,416 acre-feet.
Storage of Homestake project water and High Line Canal Company water was
restricted because of danger of encroachment on the aggregate stockpile
located in the reservoir area at about elevation 9816. The aggregate is to
be used in lining of the Boustead Tunnel.

At the end of June 1970, there was 46,119 acre-feet of water in the
reservoir: CF&I Steel Corporation, 17,416 acre-feet; Homestake project,
8,620 acre-feet; High Line Canal Company, 5,450 acre-feet; and the
Fryingpan-Arkansas project, 14,633 acre-feet. This was slightly more
storage than shown under the plan for minimum probable conditions.

The reservoir was operated for the remainder of the water year much as
shown on the plan under reasonable minimum conditions, except for
additional drawdown late in the year. This drawdown was due to more
releases by the High Line Canal Company than anticipated under the plan,
and by sale of some 5,000 acre-feet of project water not anticipated under
the plan.

.

4
