<br />. <br /> <br />. <br /> <br />. <br /> <br />(1921) <br /> <br />ANNUAL OPERATING PLAN <br />FRYINGPAN-ARKANSAS PROJECT, COLORADO <br />1970 OPERATIONS <br />1971 OUTLOOK <br /> <br />General <br /> <br />This is the second Annual Operating Plan for the Fryingpan-Arkansas <br />project which, when completed, will consist of federally owned dams, <br />reservoirs, canals, tunnels, pumping plants, hydroelectric powerplants, <br />electric transmission lines, substations, and other facilities. As <br />indicated by the enclosed project map, these features are or will be <br />located in the Roaring Fork Basin of the Colorado River Basin and in the <br />Arkansas River Basin, central and southeastern Colorado, respectively. <br /> <br />These extensive works will ultimately make possible the orderly and <br />beneficial use of water for irrigation, hydroelectric power generation, <br />fish and wildlife preservation, and municipal and industrial uses, and <br />provide flood control and other collateral benefits. <br /> <br />Currently, the only project features in operation are Ruedi Reservoir and <br />Turquoise Lake. The program schedule shows the Charles H. Boustead <br />Tunnel ready for operation early in May of 1971, thus making 1971 the <br />initial year of transmountain imports. Since the South Side Collection <br />System is completed from the West Portal of Charles H. Boustead Tunnel <br />to Chapman Gulch, it is expected that imports will be made from that <br />portion of the system in 1971. <br /> <br />Ruedi Reservoir will be operated for project replacement purposes if <br />needed, and for some flood control benefits and fish and wildlife and <br />recreation enhancement. Until the amount or'storage space required for <br />replacement of project diversions has been determined, the Bureau of <br />Reclamation cannot negotiate any firm contracts for sale of Ruedi Reservoir <br />storage water. The Bureau is currently conducting studies to determine <br />the amount of replacement storage space required. <br /> <br />Turquoise Lake will be operated for regulation of project water and for <br />regulation of nonproject water on a service basis, as well as for <br />incidental fish and wildlife and recreation purposes. <br />
