Other meetings as <br />may be deemed necessary shall be held at any time and place <br />set by mutual agreement, for the consideration of data <br />collected and for the transaction of any business consis- <br />tent with its authority. <br /> <br />No actio~ of the Commission shall be effective until <br />approved by the Commissioner from each of the three <br />signatory States. <br /> <br />(Signed) M.
