<br />00 18 ~'. 6 <br /> <br />IMPLEMENTATION PLAN <br /> <br />The improvements outlined in this reconnaissance report should be <br />prioritized and accomplished based upon funding availability. Funding <br />SOurces available to the City of Alamosa and Alamosa County include <br />the following: <br /> <br />. City and County capital improvement budgets <br />. Grants from Federal and State programs <br />. Special improvement districts funded by special <br />assessments and/or bond sales <br />. Reallocation of emergency repair funds <br />. Cost sharing programs with the Corps of Engineers <br />and Soils Conservation Service <br /> <br />Based upon the funding avail abil ity, we recommend that the proposed <br />improvements be implemented in the fo 11 owi ng sequence: <br /> <br />1. Clear vegetation and sandbars out of the river channel. <br />(Currently under way using Department of Disaster <br />Emergency Services funding). <br /> <br />2. Reconstruct levees along East Alamosa between U.S. 160 <br />and the D&RGWRR. <br /> <br />3. Rehabilitate and install riprap armour on levee near <br />go If course. <br /> <br />4. Construct both the north and south (Alternative B) <br />tieback 1 evees. <br /> <br />5. Construct improvements at Cole Park. <br /> <br />6. Raise the north levee and install riprap at the bend in <br />the river on the north levee and upstream of the bend <br />on the south levee, between State Avenue and U.S. 160. <br /> <br />7. Upgrade and raise levees in other locations to provide <br />adequate freeboard and access control. <br /> <br />-34- <br />
