<br />It was on September 13, 1968, that a long-awaited event
<br />took place - the final passage by Congress, of the Colorado
<br />River Basin Project Act containing the Central Arizona Project.
<br />On September 30 President Johnson signed it into law. Our
<br />fiscal year ended June 30, 1968, but in hopeful anticipation
<br />that a few more weeks would bring the culmination of Arizona's
<br />long struggle for Colorado River water, we held this annual
<br />report open. Thus we are able to complete a historical narra-
<br />tive which began some 20 years ago with the introduction of
<br />the first CAP bill in Congress.
<br />
<br />The history of the Central Arizona Project itself will not
<br />be complete, of course, until construction is finished and the
<br />first Colorado River water comes pouring out of the Granite
<br />Reef Aqueduct. That time looks now to be about 10 years
<br />hence, depending upon the appropriation of construction funds.
<br />
<br />Again, as in previous years, this annual report contains
<br />accounts of the engineering activities of the Commission as they
<br />relate both to the Colorado River and other streams draining
<br />portions of our state. And in the Appendix, along with the
<br />usual financial reports and texts of basic laws, will be found
<br />the full text of the Colorado River Basin Project Act.
