In this sub-task the baseline data set required for <br />modeling studies will be developed based on the results of Sub-tasks 4b and 4c. <br /> <br />In general, we expect that the water rights structure of the basin can be reduced to a <br />simplified representation by aggregating water rights which need not be operated explicitly <br />in the basin model and which it can be assumed will continue to exert their historical <br />depletion pattern. Water rights which must be considered explicitly will have been identified <br />in Sub-task 4a. <br /> <br />Except for water rights which will be operated explicitly, all absolute water rights in the basin <br />will be assumed to operate as they have historically. This assumption will be implemented <br />by including the depletions for these projects in the baseline flow data set. This will be <br />equivalent to assuming that the Junlper-Cross Mountain rights are subordinated to all <br />existing absolute water rights which in turn operate in relative priority as against themselves. <br /> <br />The environmental baseline flow data from the USFWS will be modified to remove the effects <br />of water rights and projects which might be explicitly operated in the model. This will result <br />in a Modified Environmental Baseline data set. <br /> <br />Approach <br /> <br />1) Operational data will be obtained for the projects and water rights identified in Sub-task <br />4a. Ideally, these data will be obtained from the USFWS so that the adjusted baseline flows <br />will be consistent with the baseline flows used by the USFWS. If necessary, operational data <br />will be obtained from other sources. <br /> <br />2) Modified baseline flow data will be developed by backing out the effects of operations of <br />projects identified in step 1. <br /> <br />3) On tributaries where new projects may be evaluated, site-specific hydrologic data <br />developed in Sub-task 4c will be used to disaggregate the baseline flow data as necessary. <br /> <br />Output <br /> <br />The products from this sub-task will include the data set of monthly baseline flows and a <br />technlcal memorandum documenting the methods used in developing those data. . <br />
