<br /> <br />C-' <br />o <br />(':) <br />..;::.. <br /><:0 <br /> <br />. <br /> <br />. <br /> <br />o indications that listedfish populations or habitats are improving; <br /> <br />o support and participation by the parties in developing and carrying out the <br />Program, including adequate funding; <br /> <br />o identification of flow needs for the listed fish; <br /> <br />o physical habitat enhancement (e.g., improvement of spawning and nursery <br />habitats, etc.); <br /> <br />o expansion of habitat through removal of barriers and construction of fish passage <br />facilities; <br /> <br />o control of exotic species; <br /> <br />o augmentation oflistedflSh populations; <br /> <br />o research and studies carried out in accordance with the Recovery Program; and <br /> <br />o support activities, such as information and education, etc. to the extent that they <br />help achieve goals of the program. <br /> <br />This list is not meant to be all-inclusive; nor is it meant to exclude any action from <br />consideration. <br /> <br />4. If the Servicefinds that RIP accomplishments are sufficient, biological opinions will <br />identifY the activities and accomplishments of the RIP that support it serving as a reasonable <br />and prudent alternative. <br /> <br />5. If the Service finds that accomplishments of the RIP are not sufficient at the time of the <br />consultation, biological opinions for new and historic projects will be written to identifY which <br />action(s) in the long range plan which must be completed to provide the reasonable and <br />prudent alternative. <br /> <br />A. For existing projects, these actions will serve as the reasonable and prudent <br />alternative if they are completed according to the schedule identified in the L.P., <br />as amended. <br /> <br />B. For new projects, these actions will serve as a reasonable and prudent alternative <br />so long as they are completed before the impact of the project occurs. <br /> <br />6. The Service may conclude that some action not listed in the L.P. is necessary to recovery or <br />to serve as a reasonable and prudent alternative for a project under consultation. Such action <br />must be scientifically justified based on research results. If this occurs, the Service will <br />promptly notifY the Coordination Committee in writing, identify the additional action needed <br />for recovery or to provide the reasonable and prudent alternative, and provide Committee <br /> <br />8 <br />
