The Recovery Program is <br />intended to provide measures that provide for compliance with the Endangered Species Act for <br />water development activities in the basin. <br /> <br />These principles define how the U.S. Fish and Wildlife Service will use actions by the San <br />Juan River Basin Recovery Implementation Program to provide Endangered Species Act <br />compliance. These principles have been adopted by the Coordination Committee, San Juan <br />River Basin Recovery Implementation Program. [0. cOlls;daa(ion by the Sdll Juan R;,(,J Dasin <br />COuldinaiioll COll1111ittve illlCCu1ll1h.,udillc; to (ll., U.S. Fish aad W;Idlif.:, Scohice (th., S(,,,ic(,) <br />dfccti,., llletl.6ds w h(,J(,by <br /> <br />1.0 Endangered Species Act Compliance. <br /> <br />Rcaffiull that The principal goals of the San Juan River Basin Recovery Implementation Program <br />are to recover the endangered razorback sucker and Colorado squawfish as mandated by the <br />Endangered Species Act (ESA); to facilitate development of water apportioned under the <br />Colorado River compact in compliance with applicable and appropriate federal, state and tribal <br />laws; and to provide for the Secretary of the Interior to meet the United States' trust <br />responsibilities to the tribes. <br /> <br />2.0 Indian Trust Responsibilities. <br /> <br />The Bureau of Indian Affairs and U.S. Fish and Wildlife Service will develop procedures to <br />ensure that the Service considers the Secretary's Trust responsibilities when the Service is <br />conducting Section 7 consultations in the San Juan Basin. The Service will apply principles <br />outlined in its Native American Policy to develop and implement these procedures. At a <br />minimum, the Service will notifY the Tribes and BIA of requests to initiate formal consultation. <br />Further, the Service will inform consulting federal agencies of their trust responsibilities and <br />encourage those agencies to fulfill those responsibilities to the Native American tribes that may be <br />
