A seasonal fluctuation of about 80 feet from the conservation <br />pool to the inactive pool will limit the spawning success of <br />game fishes. The reservoir will be filled during the fall and <br />winter with draw downs beginning in April and normally reaching <br />minimum pool levels in July. Pueblo Reservoir will be managed <br />as a sport fishery and will be stocked with the species best <br />adapted to the environmental conditions. An initial demand of <br />31.0 tons of hatchery-reared fish is expected, and additional <br />stocking will be based on natural reproduction, environmental <br />and economic conditions, and other physical and biological <br />factors. <br /> <br />11. <br /> <br />Pueblo Reservoir has attracted large scale urban developments, <br />such as Pueblo West, which is located adjacent to public owned <br />reservoir lands. PueblO West has been planned as a unified <br />residential-recreational-light industrial community with a <br />"21st-century concept" of spacious country living. An impor- <br />tant factor in the selection of the Pueblo West site was the <br />proximity to the water sports arena that will be created by <br />Pueblo Reservoir. <br /> <br />Plans are underway on a 920-acre residential development near <br />Liberty Point, north of Pueblo Reservoir and adjacent to Pueblo <br />West, and for motels to be built along U. S. Highway 50. Pro- <br />posed recreational development at Pueblo Reservoir strongly <br />influenced decisions to proceed with these plans. The reser- <br />voir will probably alter the local land use patterns, and <br />influence future types of land use in the Pueblo metropolitan <br />area. <br /> <br />12. <br /> <br />Water releases from the reservoir, according to a recent study <br />by D. L. King, Bureau of Reclamation, may be about the same in <br />temperature as that of the influent water. Depending on tem- <br />perature, a warm water, or trout tail water fishery may be <br />established. The possibility of a tail water trout fishery is <br />subject to determination after Project construction. The <br />Arkansas River will be carrying more water during the summer <br />because of native stream flow being augmented by winter <br />water stored in Pueblo Reservoir and water from the Fryingpan- <br />Arkansas Project collection system. Conversely, with the <br />currently proposed winter water storage program sponsored <br />by the Bureau and downstream irrigators, winter flows of the <br />Arkansas will be significantly lowered to 18 cubic-feet per <br />second (c.f.s.) from the dam to the city of PueblO.
