The outlet will be constructed so that the pres- <br />sure available from the water level behind the dam can be <br />utilized in delivering raw water to the proposed treatment <br />plant. <br /> <br />d, <br /> <br />Pueblo Reservoir has attracted large scale urban develop- <br />ments, such as Pueblo West, which is located adjacent to <br />public owned reservoir lands. Pueblo West has been <br />planned as a unified residential-recreational-light indus- <br />trial community with a 21st-century concept of spacious <br />country living, An important factor in the selection of <br />the Pueblo West site was the proximity to the water sports <br />arena that will be created by Pueblo Reservoir. <br /> <br />Plans are underway on a 920-acre residential development <br />near Liberty Point, north of Pueblo Reservoir and adjacent <br />to Pueblo West, and for motels to be built along O,S, High- <br />way 5a. Proposed recreational development at Pueblo <br />Reservoir strongly influenced decisions to proceed with <br />these plans. <br /> <br />B. Description of the Environment <br /> <br />1, Existing environment without the proposal <br /> <br />. <br /> <br />a, Climate.--Climate in the reservoir area is mild and semi- <br />arid, Growing seasons average 165 days with the last <br />killing frost usually occurring near the end of April, <br />and the first killing frost usually occurring in October, <br />Based on 34 years of climatological data at Pueblo, the <br />temperatures ranged from _350 to ~1050 Fahrenheit. The <br />average January and July temperatures are 310 and 800, <br />respectively. The mean annual temperature is 52.30F. <br />Recent records from Pueblo City reservoir indicate a high <br />recording of 1080, <br /> <br />Rainfall varies considerably from season to season; the <br />average annual precipitation at Pueblo is 11,67 inches. <br />About 83 percent of the precipitation falls during the <br />growing season. The average rainfall, even with favor- <br />able distribution, is inadequate for consistent success- <br />ful crop production. Humidity is low and evaporation <br />and transpiration rates are high, thus crop water demand <br />is high, The driest period is in the autumn and winter <br />when the average monthly precipitation falls below one <br />inch. <br /> <br />. <br /> <br />Dry winds are common in the early spring and late winter. <br />Prevailing winds that blow from the west and west-northwest <br />bring moist air from the mountains, while dry summer winds <br />are mostly from the south and southwest.
