<br />3053 <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />3. <br /> <br />in southeastern Colorado have limited water-oriented recreation <br />resources, the drawdowns may be tolerated and not be detrimen- <br />tal to recreation use of Pueblo Reservoir. National Park Ser- <br />vice planners have considered the effects of the fluctuating <br />water level and are designing the recreation facilities to <br />conveniently accommodate-reservoir users during low water level <br />periods. For example, the plans provide that the Bureau of <br />Reclamation construct portable sanitary facilities and flexible <br />design of utilities to service boaters, extended boat launch <br />ramps, boat basins, and low water access points. In addition, <br />a major public use area including swimming and other day use <br />oriented facilities will be constructed below the darn. <br /> <br />The City of Pueblo plans to construct a 50 million gallon-per- <br />day water treatment plant on Federal lands immediately below <br />the darnsi te. The plant will treat the water for municipal and <br />industrial uses. Treatment will include filtration, disinfec- <br />tion, taste and odor removal, stabilization facilities and <br />possible softening capabilities. Tentative plans indicate the <br />plant will primarily serve Pueblo and to a lesser extent, the <br />Arkansas River Valley towns and communities. <br /> <br />Purpose of the action <br /> <br />Pueblo Dam and Reservoir will provide terminal storage for <br />imported Project water and native flows of the Arkansas River. <br />This !torage facility will regulate water for supplemental <br />irrigation to about 28a,5ao acres of existing cultivated land <br />primarily in the Arkansas Valley, and regulate municipal and <br />industrial water to the City of Pueblo and downstream Arkansas <br />Valley communities. The reservoir will store flood waters and <br />thereby lessen flood damage to Pueblo and other Arkansas Valley <br />communities. <br /> <br />The stored water provides a means to partially meet the water- <br />oriented recreation needs of the surrounding metropolitan pop- <br />ulation, accommodate the wildlife within management areas, <br />propagate fish and provide lake and some stream habitat, and <br />reduce sedimentation concentrations. <br /> <br />4. Interrelationship with other Projects or Proposals <br /> <br />There are four projects or proposals that are interrelated to <br />Pueblo Darn and Reservoir. These include: John Martin Dam, <br />Barrier Darn, City of Pueblo Water Treatment Plant (proposed), <br />and private developments adjacent to Pueblo Reservoir. <br /> <br />a. John Martin Darn was the first major project built by the <br />Corps of Engineers in the Arkansas River basin in Colorado. <br />The dam is located on the Arkansas River between Las Animas <br />and Lamar, about 58 miles upstream from the Colorado-Kansas <br /> <br />17 <br />
