. 3051 Livestock grazing will be prohibited on areas managed largely for upland game and on waterfowl feeding fields, unless speci- fically designated otherwise, Grazing, on a controlled basis, may be allowed on river bottom meadows and marshes consistent with wildlife management practices. Grazing of meadows and marshes can be an important tool in controlling rank growths of wetland vegetation. The reservoir area will be completely fenced allowing control of grazing. Should grazing be allowed, special lease arrangements will be made with the administering state or Federal agency managing the grazing program. Some of the above measures may be accomplished concurrent with construction of the dam, thus reducing costs. For example, construction of small ponds could be completed while earth- moving equipment is in the area, and part of the vegetation which must be removed from the reservoir bottom can be used for brush shelters located at predetermined sites rather than being destroyed, Both of these accommodations are requested by the Bureau of Sport Fisheries and Wildlife and the COlorado Game, Fish and Parks Division, . Concessioner constructed and operated facilities are proposed in the various developments and will be provided as needed at non federal expense. Concessioner facilities are recommended to include a marina and fisherman supply store, boat and marina space. rentals, restaurant and dining complex, Extreme caution must be exercised by the Bureau of Reclamation to keep tight administrative control over the concessioner-operated facilities so that concessioners will not exploit the public and gain undue monetary enrichment or, through mismanagement, permanently damage the environment. Major concessioner operations will be located at Arkansas Point and the North Shore developed area, with smaller units at Rock Creek and Rock Canyon areas. To complete the recreation and concession complex at the reser- voir, nonwater-oriented recreation facilities are also recommended. These would include a nine-hole golf course, field game areas, a livery stable, and a sportsman field area for large and small bore rifle firing, archery and trap shooting. The many canyons with high, steep walls will force most recrea- tion development to the high ground away from the proposed shoreline. Severe drawdown will leave some permanent facili- ties at inconvenient visitor-use distances from the water's 15 .
