<br />. <br /> <br />3051 <br /> <br />Livestock grazing will be prohibited on areas managed largely <br />for upland game and on waterfowl feeding fields, unless speci- <br />fically designated otherwise, Grazing, on a controlled basis, <br />may be allowed on river bottom meadows and marshes consistent <br />with wildlife management practices. Grazing of meadows and <br />marshes can be an important tool in controlling rank growths of <br />wetland vegetation. The reservoir area will be completely <br />fenced allowing control of grazing. Should grazing be allowed, <br />special lease arrangements will be made with the administering <br />state or Federal agency managing the grazing program. <br /> <br />Some of the above measures may be accomplished concurrent with <br />construction of the dam, thus reducing costs. For example, <br />construction of small ponds could be completed while earth- <br />moving equipment is in the area, and part of the vegetation <br />which must be removed from the reservoir bottom can be used <br />for brush shelters located at predetermined sites rather than <br />being destroyed, Both of these accommodations are requested <br />by the Bureau of Sport Fisheries and Wildlife and the COlorado <br />Game, Fish and Parks Division, <br /> <br />. <br /> <br />Concessioner constructed and operated facilities are proposed <br />in the various developments and will be provided as needed at <br />non federal expense. Concessioner facilities are recommended <br />to include a marina and fisherman supply store, boat and <br />marina space. rentals, restaurant and dining complex, Extreme <br />caution must be exercised by the Bureau of Reclamation to keep <br />tight administrative control over the concessioner-operated <br />facilities so that concessioners will not exploit the public <br />and gain undue monetary enrichment or, through mismanagement, <br />permanently damage the environment. <br /> <br />Major concessioner operations will be located at Arkansas <br />Point and the North Shore developed area, with smaller units <br />at Rock Creek and Rock Canyon areas. <br /> <br />To complete the recreation and concession complex at the reser- <br />voir, nonwater-oriented recreation facilities are also recommended. <br />These would include a nine-hole golf course, field game areas, a <br />livery stable, and a sportsman field area for large and small <br />bore rifle firing, archery and trap shooting. <br /> <br />The many canyons with high, steep walls will force most recrea- <br />tion development to the high ground away from the proposed <br />shoreline. Severe drawdown will leave some permanent facili- <br />ties at inconvenient visitor-use distances from the water's <br /> <br />15 <br /> <br />. <br />
