Minute 242 contains the following <br />major provisions: <br /> <br />1. The United States shall adopt measures to assure that <br />no later than July 1, 1974, the waters delivered to <br />Mexico upstream from Morelos Dam will have an average <br />annual salinity of not more than 115 ppm, plus or minus <br />30 ppm, over the annual average salinity at Imperial <br />Dam, This quality guarantee becomes effective only <br />upon authorization by Congress of the works necessary <br />to effect it, <br /> <br />2. Until Congress authorized thenecessary works to provide <br />the quality guarantee, the United States shall continue <br />to bypass the 118,000 acre-feet called for in Minute 241 <br />and substitute better quality water therefore. <br /> <br />3. <br /> <br />The United States retains the right to deliver up to <br />1"40,000 acre feet to Mexico on the land boundary at San <br />Luis in partial satisfaction of the 1 ,500,000 acre-foot <br />Treaty requirement. <br /> <br />f.:ft:.'''.... <br />,~~'%') <br />',"l <br /> <br />. <br /> <br />4. The concrete lined Wellton'-:Mohawk drain shall be <br />extended to Santa Clara slough with the capacity of <br />353 CFS. Construction and operation in Mexico would <br />. be performed by the Mexican government, but at U.S, <br />expense, <br /> <br />5. Each country shall limit pumping of groundwaters in its <br />terl'itory within five miles of the Arizona-Sonora boundary <br />near San Luis to 160,000 acre-feet annually. <br /> <br />6. <br /> <br />The United States will support efforts by Mexico to obtain <br />appropriate financing for improvement and rehabilitation <br />of the Mexicali Valley. The United States win also <br />provide non-reimbursable assistance for those aspects <br />of the rehabilitation program relating to the salinity <br />problems, including tile drainage.
