<br />.''''., <br />~)~" <br /> <br />by the states of New Mexico and Texas, the representatives of' these <br />states feeling that major reservoir development in Colorado would <br />deplete the f'low of the stream to such an extent as to jeopardize the <br /> <br />water supply of' the lands that are irrigated in New Mexico and Texas. <br /> <br />The representatives of these states have alleged also that depletion <br /> <br />of the water supplies of the river by increased use in Colorado, since <br /> <br />the initiation of the Elephant Butte Reservoir, has already progressed <br /> <br />to the point that severe shortages would occur on the Rio Grande projeot <br /> <br />during cyoles of low stream flow. During past compact negotiations, the <br /> <br />representatives of New Mexico and Texas have insisted that the state <br /> <br />line outflow, as it existed during these negotiations, should not be <br /> <br />changed in any way by the Colorado water users. They not only insist <br /> <br />tljat the yearly flow should remain the same, but that monthly regimen <br /> <br />should not be disturbed. However, these representatives have conoeded <br /> <br />that inoreased uses of' water could be made in Colorado in an amount <br /> <br />equal to water which might be recovered to the stream by future drainage <br /> <br />development. No increased uses of' water in Colorado can be made under <br /> <br />present conditions without more storage development, and such develop- <br />ment necessarily would have to be in a substantial amount as compared <br /> <br />with the additional amount of water that would be made available f'or use. <br /> <br />It has been the position of the representatives of Colorado that the <br /> <br />required major reservoir development eould be made CD1 the Rio Grande in <br /> <br />Colorado to equal:l.ze the water that is now being used, and that this <br /> <br />would not result in any substantial increased depletion of' the flow <br /> <br />across the state line, and that the reservoir construction in conjunction <br /> <br />-4- <br /> <br />(, "" ,nt"'~) <br />',.J'.," t:.-;.J,,;J <br />
