Without the <br /> <br />proper limito.tions those estimates also give too optimistic 11 pic- <br /> <br />ture of the benefi ts of th 0 project. <br /> <br />The Committee has ~~ken great care in studying the supply <br /> <br />that may be c,nticipated undor a rercsonahle forecast of future condi- <br /> <br />tions.
