Sixty percent of the State's <br /> <br />population lives along the South Platte River where only 10% of the State's <br /> <br />water flows. To continue good service, Denver had to look across the <br /> <br />Continental Divide where 70% of the State's surface water flows into the <br /> <br />Colorado River ---a region where only 10% of Colorado's population is <br /> <br />located, , . . <br /> <br />"A water system for a major metropolitan area cannot exist during a <br /> <br />major drought such as occurred in the 1950' s without water in the bank <br /> <br />available to be withdrawn to supply the needs of the users. Water needs <br /> <br />to be stored when it is plentiful (during good runoff years) so that it can <br /> <br />be utilized during bad years. For the Denver metropolitan area the bank <br /> <br />for water storage so vitally needed is a major east slope reservoir as <br /> <br />studied in the Bureau's Upper South Platte Unit <br /> <br />"The projections of future development and use of the Roberts Tunnel <br /> <br />collection system waters show that an additional 155,000 acre feet of <br /> <br />supply could be made available through better operation of the system <br /> <br />with a large Eastern Slope Reservoir. The enhancement of the Roberts <br /> <br />Tunnel collection system waters can be best rea lized by two simple <br /> <br /> <br />~ <br />~~ <br />O_"'~'~ <br />'t;oi; <br /> <br />points; first, the lag time between letting water out of the Roberts Tunnel <br /> <br />and being able to pick it up in Denver for treatment is approximately two <br /> <br />days, which means that releasing water from the Roberts Tunnel is very <br /> <br />hard to coordinate with use requirements in the City.
