I

.

.

Releases at all reservoirs except Mead and Navajo exceeded
projections considerably. However, in no single case were they
more than about 3 to 4 days ahead of schedule. Overall, the sys-
tem is 3 times closer to the schedule based on forecast than last
month. The only power plant bypass which occurred during Febru-
ary was at Crystal dam where approximately 49,000 a. f. went
through the river bypass tubes. Again this bypass is unexplained,
but appears it was to avoid any spilling over the dam while opera-
ting the Blue Mesa and Morrow Point Power Plants near capacity.

In conclusion, this is really the first opportunity since
the floods last spring where valid arguments could be made for at
least holding the reservoir levels steady despite the repairs
being made. Off developing concern in particular are the opera-
tions at Flaming Gorge and Blue Mesa (over 1/2 empty).

Further comments will be forthcoming on the March 1 forecast
operations plan as soon as the analysis is complete.

/~

MEMORANDUM

~

-2-

March 23, 1984
