<br />I <br /> <br />. <br /> <br />. <br /> <br />Releases at all reservoirs except Mead and Navajo exceeded <br />projections considerably. However, in no single case were they <br />more than about 3 to 4 days ahead of schedule. Overall, the sys- <br />tem is 3 times closer to the schedule based on forecast than last <br />month. The only power plant bypass which occurred during Febru- <br />ary was at Crystal dam where approximately 49,000 a. f. went <br />through the river bypass tubes. Again this bypass is unexplained, <br />but appears it was to avoid any spilling over the dam while opera- <br />ting the Blue Mesa and Morrow Point Power Plants near capacity. <br /> <br />In conclusion, this is really the first opportunity since <br />the floods last spring where valid arguments could be made for at <br />least holding the reservoir levels steady despite the repairs <br />being made. Off developing concern in particular are the opera- <br />tions at Flaming Gorge and Blue Mesa (over 1/2 empty). <br /> <br />Further comments will be forthcoming on the March 1 forecast <br />operations plan as soon as the analysis is complete. <br /> <br />/~ <br /> <br />MEMORANDUM <br /> <br />~ <br /> <br />-2- <br /> <br />March 23, 1984 <br />
