Water in storage (Project, winter water, or water <br />stored under contract with other entities) will be released on demand of <br />the contractor and admi n i stered in the Arkansas River by the Colorado <br />Division of Water Resources Division 2 Engineer. <br /> <br />The Arkansas River water users winter water storage decree was in effect <br />begi nn i ng November 15, 1989. Under th is decree, the total system <br />production up to 100,000 acre-feet will be divided 28.8 percent to entities <br />with direct-flow water rights (stored in Pueblo Reservoir) and <br />71.2 percent to entities having storage water rights and their own storage <br />facilities. The next 2,750 acre-feet will go to Amity Mutual Irrigation <br />Company to be stored in John Martin Reservoir or the Great Plains System, <br />the next 356 acre-feet wi 11 go to Ho 1 broo,k Mutual I rri gat i on Company to <br />store in their system. Any water above; the 103,106 acre-feet wi 11 be <br />divided 75 percent to off-channel storage ~ntities and 25 percent for the <br />direct-flow entities. <br /> <br />All winter water storage in Pueblo Reservoir shall be released to the <br />river if not furnished to the District within 18 months from the start <br />of the winter storage period but not later than May 1 of the year <br />following the end of the winter storage period in which it was stored. <br />Any water stored in the Joint-Use Pool, ,other than flood waters, will <br />be released prior to April 15 of each year. <br /> <br />Table 16 and exhibit 24 show the proposed operation of Pueblo Reservoir <br />in water year 1990. <br />
