Federal Fish Hatchery and Halfmoon Creek Diversion <br /> <br />The Federal Fish Hatchery near Leadville, Colorado, will be <br />supplied flow-through Project water at a rate of up to 6.7 ft3/s <br />as has been done 1n past years. This flow is released from <br />Turquoise Lake through Mt. Elbert Conduit to the fish hatchery and then <br />into the Arkansas River. The flow is later stored, less appropriate <br />transit losses, in Pueblo Reservoir. <br /> <br />The planned operation of Halfmoon diversion is to divert all the flow in <br />Halfmoon Creek, to the maximum diversion capacity of 150 ft3/s, <br />which is in excess of the downstream call on Halfmoon Creek or <br />the instream minimum flow. At times, this diversion flow may be <br />restricted due to operational releases from Turquoise Lake into <br />Mt. Elbert conduit. The diverted flow plus the release will pass through <br />Mt. Elbert Powerplant and will then be released to the Arkansas River <br />via Lake Creek. <br /> <br />F. Twin Lakes/Mt. Elbert Forebay <br /> <br />Twin Lakes/Mt. Elbert Forebay will be operated to maximize power <br />generation. Twin Lakes will always: 1. maintain sufficient water in <br />storage to be pumped into Mt. Elbert Forebay to allow 1 day of <br />generation or, 2. provide sufficient space in Twin Lakes to allow the <br />evacuation of the 1-day demand from Mt. Elbert Forebay. At no time will <br />the water surface elevation in Twin Lakes be less than 9168.7 feet while <br />the powerplant is in service. <br /> <br />Flow-through water at Mt. Elbert Forebay will be supplemented by pumping <br />from Twin Lakes to allow full utilization of Mt. Elbert Pumped-Storage <br />Powerplant. Therefore, as much water as possible wi 11 be released <br />from Turquoise Lake and diverted from Halfmoon Creek into Mt. Elbert <br />Conduit for use at the powerplant. <br /> <br />Twin Lakes Reservoir and Canal Company has both an East Slope Storage <br />Decree and West Slope Storage Decree which allows the company to store <br />up to 54,452 acre-feet of water. The company wi 11 store as near as <br />possible their maximum capacity this year from either or both sources <br />and maintain that storage for as long as possible. <br /> <br />The minimum release from Twin Lakes is 15 ft3/s or natural inflow, <br />whichever is less. Table 15 and exhibit 23 show the proposed operation <br />in Twin Lakes/Mt. Elbert Forebay for water year 1990. <br /> <br />G. Pueblo Reservoir <br /> <br />Water released from storage in Turquoise Lake and Twin Lakes during <br />the year, that is not for demands above Pueblo Reservoir, will be stored <br /> <br />25 <br />
