As stated in the attached letter, the <br />Bureau of Reclamation wishes to commence construction of salvage <br />wells in Stage 5 in November, 1985 (federal fiscal year 1986). <br />To insure that there is sufficient lead time to obtain rights-of- <br />way for the stage S salvage wells, the 8ureau needS the Board's <br />and the District's permission to proceed at this time. <br /> <br />A one-page excerpt from the Definite Plan Report (DPR) for <br />the project is attached for background information purposes. <br /> <br />Discussion <br /> <br />In order for the Bureau to start construction on stage 5 <br />salvage wells as now scheduled, I believe it is desirable to give <br />the Bureau permission to drill and pump test these wells. <br />However, the Board's consent should be given only under the <br />condition that stage 5 salvage wells will be capped after they <br />are p~mp tested and will not be placed in production until the <br />production of stage 4 salvage wells hi'..> proceeded to the Board's <br />and the District's mutual satisfaction and consent to proceed <br /> <br />311 <br />ai/1S <br />
