ROLLINS <br />Certified Public Accountant <br />La Junta, Colorado <br /> <br />To the Representatives <br />Arkansas River Compact AJrninistratioIl <br />Lamar, Colorado <br /> <br />Gentlemen: <br />As requested by you, an examination has been made of the finan- <br />cial transactions of the Arkansas River Compact Administration for <br />its third "Report yt:ar"--Nowml.xr 1. 1951 to October 31, 1952. The <br />fl'sults (If this ;wuit an~ submitted in the attached Statement of C;1sh <br />Reccirt'3 and Disbursemcnt5-Scheduk L Th,~ fo!l0wing r~m;\rks are <br />offered ;(5 additional information and also tend tu ucscribc the extent <br />of the duJiting work performeu. <br /> <br />General Comments <br />Scheuule 1 reflects all cash activity of the Administration for the <br />year under. review. Revenue assessments received from the States of <br />Colorado and Kansas, expenditures by classification together with n:' <br />spective beginning and ending cash in bank balances arc deta.iled on <br />the above mentioned Statement of Cash Receipts and Disbursements. <br />As provided for in the budget of the Minutes of the Administra' <br />tion's Meeting of October 30, 1951, funds due from Kansas (40% <br />share) of $1,200.00 and Colorado (60% share) of $1,800.00 were <br />I received for the fiscal year ending June 30, 1953 and deposited in the <br />FIrst NatIOnal Bank In Lamar on the rcspcctlve dates of August 22, <br />1'152 and September 25, 1952. <br />-- - - - - -AlrdisDurscrnents were maaebyc.necksdrawn on the Administra, <br />tion's account at the depository previously mentioned. The individual <br />checks were examined for amoullt, signature and endorsement. Amounts <br />so expended wae substantiated by verification of each payment to <br />payee's statement, authorization by the Administration as evidenced <br />in Minutes of Representatives' Meetings or other supporting evidence. <br />Minutes of the October 28, 1952 Meeting were not reviewed as they <br />were unavailable for examination a.t this time. . <br />Salary of the secretary amounting to $1,200.00 has been reduced <br />by $33.00. because of the deduction of Old.Age and Survivors Insur. <br />ance deductions for the period January 1, 1951 to October 31, 1952. <br />The agreement between the Federal Security Administration and the <br />Arkansas River Compact Administration dated October 27, 1952 has <br />been reviewed and appears to be in order. The Administration provides <br />its secretary (and other subsequent employees) with social security ben- <br /> <br />December 6, 1952 <br /> <br />13 <br />
