Horton and Ford: <br /> <br />As requested in your letter of December 13, 1973, to Mr. John Neuberger, <br />Chairman of the Missouri River Basin Commission, an Ad Hoc Committee on Water <br />Marketing from the Missouri River main stem reservoirs was formed to examine <br />issues involving municipal and industrial water marketing from the six main <br />stem federal reservoirs on the Missouri River. The Committee was asked speci- <br />fically to provide answers and recommendations relative to the four questions <br />raised in your letter. During its deliberations, other related issues which <br />arose were considered. In considering these matters, the Committee organized <br />two components -- a Federal subcommittee composed of the Chairman and repre- <br />sentatives from the Corps of Engineers and the Department of Interior, and a <br />State subcommittee composed of representatives from each of the ten basin states <br />and chaired by the MRBC Vice-Chairman. Three Federal technical work groups <br />were also formed to consider questions and to prepare reports on the availability <br />of water for municipal and industrial purposes, the marketing and pricing aspects, <br />and the legal issues involved. The Committee functioned through a series of <br />meetings of the Ad Hoc Committee and its subcommittees and work groups and <br />through preparation and consideration of a number of position papers on important <br />issues. <br /> <br />The proceedings of' the Ad Hoc <br />issues.
