The letter report sets forth <br />some issues left unresolved which require additional study and consultation <br />~lith the states. <br /> <br />If you have any substantial disagreement with the content of this lett~r <br />report, I am requesting that you send such views in writing to Don Ohnstad <br />with a copy to me.
