Reclamation, the Corps, and the ISC signed a Memorandum of Agreement in <br />January 2000 to conduct the review and EIS. This project is a five-year effort that will <br />evaluate alternatives for more efficient operations of Federal water storage and flood control <br />facilities under existing authorities to meet the increasing demands on the upper Rio 9rande <br />and that will provide compliance with the National Environmental Policy Act and the ESA.A <br />scoping report for the EfS will be issueq soon. Detennination of alternatives to be reviewed is <br />underway. <br /> <br />Caballo Dam Structural Repairs <br />Reclamation infonned the Engineer Advisers at the 2000 meeting of its concerns at <br />Caballo Dam associated with concrete cracking of the spillway Structure center pier and design <br />deficiencies in the radial gate structures. Thesestructural problems resulted in Reclamation's <br />Dam Safety Office placing a temporary restri.ction on Caballo Reservoir operating lev.els in <br />December 2000 due to concerns for the safety of operating the spillway gates under static and <br />dynamic loading. This restriction results, in atell1Porary reduction in Project Storage capacity <br />of 93,244 acre-feet, which will be implemented in the 200] Compact accounting. <br />Reclamation's Denver Technical Services Center is currently preparing design drawings for <br />in-house repair work tobe commenced thisfall. Repairs are scheduled to be completed next <br />winter, barring funding problems.
