<br />PLAN FORMULATION <br /> <br />A number of alternatives were considered 1n the plan formulation <br /> <br />process and presented during public meetings. The most acceptable alter- <br /> <br />natives include concrete lining, earth lining, plastic lining, land <br /> <br />retirement, and sprinkler irrigation in combination with lining. Others, <br /> <br />perceived as less acceptable and also not meeting criteria for effi- <br /> <br />ciency, were asphalt lining, desalinization, sprinkler irrigation, seal- <br /> <br />ants, limitation of diversions, and irrigation management. <br /> <br />Alternatives <br /> <br />The 21 alternatives listed below were considered before selecting a <br /> <br /> <br />recommended plan. Appraisal-level economic analyses, input from public <br /> <br /> <br />meetings, and criteria and standards discussed in a later section, <br /> <br /> <br />narrowed that number to five - 0, lA, lD, IF, and 7A. <br /> <br />Alternative Action considered <br /> <br />o Future without project.
