<br />CJ <br />a; <br />~ <br />~'.' <br /> <br />,. <br />- <br /> <br />Introduction <br /> <br />This volume contains the major documents which date from 1948, pertaining to the Colorado River, <br />However. because of their importance, the chapters on "United States Colorado River Water Delivery and <br />Related Contracts" and "Power Contracts" enumerate all the current contracts in those categories including <br />those pre. 1948 and subsequent thereto, <br />Coupled with the events which occurred prior to 1948. these documents constitute "The Law of the River" <br />and are summarized in Chapter I. <br />Following ex.planatory narrative chapters which describe their background and origin. the texts of the major <br />documents appear as Appendices. The explanatory narrative statements have been divided into Chapters: and <br />the Appendices have been identified by numbers which correspond to the Chapter numbers. <br />This volume includes the following chapters: <br /> <br />Chapter I - Summal1/ of "The Law of the River" <br /> <br />Chapter I is a narrative statement of "The Law of the River" and provides an overall view of all major <br />developments affecting the "Law of the Colorado River," To make this volume as self-sufficient as possible it in. <br />c1udes a summary of the events covered in the 1933 edition of "The Hoover Dam Contracts- Wilbur and Ely" <br />and the 1948 edition of "The Hoover Dam Documents-Wilbur and Ely." <br /> <br />Chapter 11 . United States Colorado River Water Delivel1/ and <br />Related Contrads <br /> <br />Chapter 11 recites each Colorado River water delivery contract entered into by the United States and related <br />contracts. separately covered by reference to the Lower Basin States where the water is used and by the Project <br />which identifies the contractor. Because of the volume of such contracts no texts have been included as Appen- <br />dices. The texts of many of the earlier contracts appear in "The Hoover Dam Documents-Wilbur and Ely. <br />1948," <br /> <br />Chapter 11l . Power Contracts <br /> <br />Chapter 1II recites each power contract entered into by the United States in the Lower Basin States involving <br />Bureau of Reclamation facilities, Subchapters are provided which cover the Boulder Canyon Project contracts, <br />the Parker-Davis Project contracts, the Navajo Generating Station contracts. the Colorado River Storage Project <br />contracts, and the Pacific Northwest-Pacific Southwest Intertie contracts. Because of {he volume of such con. <br />tracts no texts have been included as Appendices. The texts of the earlier contracts appear in "The Hoover Dam <br />Documents-Wilbur and Ely, 1948." <br /> <br />Chapter IV - The Upper Colorado River Basin Compact <br /> <br />Chapter IV refers to the Upper Colorado River Basin Compact which apportions to the Upper Basin States <br />the waters available to the Upper Basin under the Colorado River Compact of 1922.
