<br />wherein DES was evaluated by the State of Colorado, Division <br />of Water Resources, as follows: lilt can be seen that the <br />Bureau has not comprehensively evaluated the impact of the <br />Narrows project upon the water resources of the South Platte <br />River Basin and I do not recommend approval of this draft <br />until it is revised to address my comments." The FES <br />response to this comment is inadequate. <br />24. In Chapter 10 of FES entitled "Consultation and <br />Coordination II (X-4) defendants state that "there are no <br />unresolved conflicts with other governmental agencies for <br />construction and operation of the Narrows Unit Project. <br />The comments received from the governmental entities for <br />the Draft Environmental Statements substantiate the preceding <br />statement. 11 This is clearly a misrepresentation of the truth <br />as shown in the preceding paragraphs and contrary to the <br />mandate of NEPA. <br />25. FES is inadequate and fails to comply with <br />the full, complete and good faith disclosure requirements of <br />NEPA. FES fails to specify the countervailing federal <br />policies which allegedly justify the adverse impacts of <br />Narrows Which violates 38 Fed. Reg. 20551 (Section 8). The <br />.adverse impacts include the destruction of the way of life <br />of 850 people who live within the proposed take line of the, <br />Narrows. In FES, defendants have made a long-term study <br />(100 years) on sedimentation accumulation in Narrows and <br />yet only a 15 year study of the hydrology of the South <br />Platte River. without a long-term study of the hydrology, <br />of the water supply for the Narrows, defendants have inade- <br />quately assessed the impact of the project which is contrary <br />to NEPA. FES claims in the section on hydrology that the <br />Weldon Valley Ditch water rights are not, needed to meet <br />project commitments and yet in response to. the comments of <br />the Division of Water Resources of State of Colorado, it <br /> <br />-10- <br />
