G.v.I.C. has been asked to adminjsterthe Salinity Control Program
for the laterals, but no one has any idea of what proposals have
been made by the Bureau of Reclamation to G.V.I.C. The only
people who should be involved in implementing the program are
the lateral owners themselves. No one else has the necessary
understanding or knowledge conceming the lateralsto devise the
best program. If G.VJ.C. is to be the non-federal entity involved in
the program. the following problems arise.

COST FOR O. M

1. Those with already improved la1erals or those who take directly from the canal.
who will continue to pay their 0 & M costs, will also be assessed for the new
program costs. There are no exemptions from any G,V,l.C. increased assessments.
2. You will have to pay cash for the historic costs of your system. The federai
government has the final say on these costs. You will have to pay those costs or
lose your water,
3. If the federal govemment faiis to appropriate or pay their share of costs, you will
have to pay those costs yourself or lose your water.

CONTROL
4. G.V.I.C. will lose its independence.
