Phase I. Stage A encompasses the construction of the Durqo Pwnping Plant, the Ridges <br />Basin Reservoir and disuibution facilities for municipal water suppl)' for the La Plata IUI'a! area. <br />Pha.se 1 - Stage B involves the La Plata and Mancos rivers iTTigation projects, including tho LOlli <br />Hollow Tunnel, the Dry Side Canal and the Southem Ute Diversion Dam, PhaR II coverl the <br />construction of the Southern Ute Reservoir, the La Plata Diversion Dam and completion of the <br />distribution lines, includins those that would extend almost UJ the reservations. Tbe actual <br />diswssions of iathered envirolll1lental da1I1l1te contained in the various appendices. Since the <br />New Mexico Environment Department is primarily concerned with the Project's eUects on water <br />quaHty in Nlation to tho State' II water quality standards, this problem is of paramount importance. <br />Table I on plge B-4 of the Water Quality Appendix lists the water quality standllrds for Colorado <br />and New Mexico used for these documents, The only mention of the furm of the sumdarcb for <br />metals (1otal or dislOlvcd) is for the Animas River at the Dwal1llQ Pumping Plant sit.e in Colorado. <br />The FSFES states that "[s]tate standards aTe USIlally mf\A~'lr"" tnt~k"l However, throughout the <br />Water Quality Appendix and the Assessment the dissolved fraction is used for comparison to the <br />samdards. 2 Table I contains so 1llaI1Y urors in stating the New Mexico water quality standll1'ds that <br />it is easier to re",'rite this part of the table than to correct it. <br /> <br />The hardness values used by the Bureau of Reclamation to detGlllliuc Iwdness-depc:ndellt numeric <br />standards for Table I are confusing ilDd inconsistent. The hardness-dopendent chronic and acute <br />numeric standards lPven in the table are baMld on hardness values ranailli from 177 to 210 !niiL tbr <br />the Animas River and from 88 to 824 rngIL for the La Plata Rivei'.
