<br />the Animas-La Plata Project.

<br />Our analyses of these cioCllltlents leads us to believe that the pfoject. ll$ currently designed, will have
<br />serious adverse effectS upon the water quality of the San Juan, Animas and La Plata river, within
<br />the Stale of New Mexico, We ue also concc:mcd that the project could adversel). affect the water
<br />quality of that reach of the Mancos River within New Mexico. AR you are aware, we have
<br />expressed similar concerns for over a decade.

<br />and coditied in the New Mexico Administrative Code at 20 NMAC 6,1, Specifically "'-'e believe
<br />that violatiollli ofsrandards adopted to protect the State's fisheries, wildlife, and livestock may occur
<br />as 'lW1I as potentially affecting the use 01 these waters for irrigation. Such impacts could re.~u)t in
<br />advc:T5e effects on the State's mu.tlicipalitie., agricultural interests. tecreational opportunities and
<br />biota, including endangered species.

<br />Section 313 of the federal Wa!,er Pollution Control Act requires all federal agencies to meet the
<br />~ubslUrtti ve requirements of SUIte wllter pollution control UIlIIIdatt:s. 'The New Mexic.o Wator Quality
<br />Act (Chapter 74, Article 6 NMSA 1978; 1993 Replacement Pamphlet) states. in pm, that:
