<br />(c) The F" Power Commission and all other Federal Acies
<br />shall, promptly upon enRctment of this Act, infonn the SecrB! of
<br />the Interior and, where national forest lands l\I'e involved, the Sec.
<br />retary of A~iculture, of any proceedings, studie~ or other activities
<br />,,'ithm Iheir Jurisdiction which are no-n" in propess and which Rfl'ect or
<br />mRY affect nny of the rh'ers specifi~ in ~tlon 5, subsection (8.), of
<br />this Act. They shall likewise inform him of any such/roceedings,
<br />studies, or other activities l'rhich are hereafter commence or resumed
<br />before they are commenced or resumed.

<br />(b) All public land. which constitute the bed or bank, or are within
<br />one~quarter mile of the blUlk, of any river which is listed in section 5,
<br />subsection (aI, of this Act are hereby withd......n from entry, sale. or
<br />other disposition \lnder the J'ublic land laws of the United States for
<br />the periods spe<ified in sertlon 1, subsection (b), of Ihis Act,

<br />(i) .11 prospecting, mining operations, and other activities on
<br />minin~ claims which, in the case of a component of the system
<br />desij!1lated in section 3 of this Act, hlLve not heretofore been per-
<br />fected or which, in the case of a component hereafter designated
<br />pursuant to this Act or any other Act of Congress, are not per-
<br />fect.ed before its inclusion in the system and all mining operations
<br />and other.activities undt"r a mineral }e-ase, license, or ~nnit issued
<br />or renewed aher inclusion of a component in the system shall be
<br />.subject to such regulations as the Secretary of the Interior or, in
<br />the case of national forest lands, the Secretary of Agriculture may
<br />vrescribe to efreetuate the purposes ofthis Act;
<br />(ii) subject to valid ex,sting rights, the perfection of, or issu-
<br />ance of a patent to, sny mining claim atrecting lands Within the
<br />system shall confer or convey a right or title only to the mineral
<br />deposits lLnd such rights only to the use of the surface and the
<br />surface resources as are rP.!lsonably required to carrying on pros~
<br />pecting or mining operations and are consistent with such regula-
<br />tions as-mlLY be preocribed by the Secretary of the Interior or, in
<br />the case of natiOnAl forest lands, by the Secretary of Agriculture;
<br />and
<br />(iii) subject to valid existing rights, the minet1L1s in Fedet1LI
<br />lands which a", part of the system and constitute the bed or bank
<br />or are situated within one.~uRrter mile of the bank of any river
<br />desij!1laud a wild river under this Act or any subsequent Act are
<br />hereby withdt1Lwn from all fonns of appropriation under the
<br />minin~ laws and from operation of the mineral leasing laW's
<br />includin~, in both cases, amendments thereto.
<br />Regulat,;ons lSSued pursuant to pal'llgraphs (i) and (ii) of this subsec-
<br />tion shall. amon~ other things, provide safeguards against pollution of
<br />the river involved and unnecessary impainnent of the scenery within
<br />the component in question.
<br />(b) The minerals in lLny Federal ]ands which constitute the bed or
<br />Lank or are !iituated withm one-quart.er mile of the bank of any river
<br />which is listed in section 5, subsec,ion (a) of this Act are hereby with-
<br />dra~'n from all forms of appropriation under the mining- la,,"s dur-
<br />ill~ the ""riods specified in section 1, subsection (b) of this Act.
<br />No.hing contained in this subsection sha.ll be construed to forbid
<br />prospecting or the issuance or )e.a.ses, licenses, Rnd permits under the
<br />minpral leRsin~ II\~s subject to such conditions as the Secretary of
<br />the Interior and, in the case of nntiona) forest. lands, the Secretary of
<br />.\~ri('ulture find ftppropriate to safeguard the area. in the event it
<br />is suLsequent!y included in the system.
