The Congress declares that <br />the established national policy of dam and other construction at appro- <br />priare sections of the Tn'-ers of the United States needs to be com- <br />plemenlpd lJy a policy tha.t would preserve other selected riyers or <br />:sE"Crions thereof In their free-flowing condition to protect the water <br />qualit,)" of such rivers and to fulfill other vjtal no.tiona) con.sen"ation <br />purpQ5e.<;. . <br />(c) The purpose of this Act is to implement this policy by instilut. <br />inJ! a national wild and scenic rivers system, by designating the initial <br />l'omponents of that svstem, and by prescrilJing the methods by ,~hich <br />..lid staru..lards accordinJ!' to which additional components may be added <br />tolhe svstem from time tatime. <br />SEC, 2.
