<br />may be cited as Ihe "'Vild and ScellIc Rivers Act",
<br />(b) It is hereby declal1'u to be the policy of the ("nited StRles that
<br />cenain selected rivers of the Nation which. with their immediate
<br />Il"m"ironments, pos..o;ess ourstandillgly remarkable scenic, recreational,
<br />gt'Ologic, nsh und wildlife, histOriC, cultural, or other similar \'nlues,

<br />immedinte elwironments shall be protected for the benefit and enjo\',
<br />ment of pre.~nt Rnd future g-enerntions. The Congress declares that
<br />the established national policy of dam and other construction at appro-
<br />priare sections of the Tn'-ers of the United States needs to be com-
<br />plemenlpd lJy a policy tha.t would preserve other selected riyers or
<br />:sE"Crions thereof In their free-flowing condition to protect the water
<br />qualit,)" of such rivers and to fulfill other vjtal no.tiona) con.sen"ation

<br />(c) The purpose of this Act is to implement this policy by instilut.
<br />inJ! a national wild and scenic rivers system, by designating the initial
<br />l'omponents of that svstem, and by prescrilJing the methods by ,~hich
<br />..lid staru..lards accordinJ!' to which additional components may be added
<br />tolhe svstem from time tatime.
<br />SEC, 2. (a) The national ~ild nnd scenic rivers system shall comprise
<br />rivers (i) thll.t are authorized for inclusion therein by Act of Congress,
<br />or (ii) that are desipulted 90S ~iJd, scenic or rt'<"reat;onRJ rh'prs by or
<br />pursuRnt to RlI act of the lcgislature of the State or States through
<br />...hich thoy flow, thnt are 10 be permanently administered as wild
<br />~enic or recreal iOllai rivers by Rn agency or political subdidsion of
<br />The StAt.e or StR.tes concerned without expE'nse to the {;nited States,
<br />thllt are found by the Secretary of the Interior, upon application of

<br />(b) A ...ild, scenic or recrentional rh'cr nreR eligible to be included
<br />in the system is a free-flowing stream and the rela.ted adjacent land
<br />Afea that possesses one or more of the '"Rlues referred to in section 1,
<br />s.ubsection (b) of this Act. Eyery wild, scenic or recreational ri\'er in
<br />it!li frH-flowin~ ('ondition, or upon n'storRtion to this condition, shall
<br />be considered eJigible (or inclusion in the national wild Rnd scenic
<br />rhers system and, if included., shall be classified, designated, nnd
<br />administered IlS one of the following:
<br />(1) 'Vild river areas-Those rivers or sections of rivers that are
<br />f.... of impoundments and generally inaccessible except by trail,
<br />with ~atersheds or shorelines essentially primitive and waters
<br />unpolluted, These represent veSli~ of primitive America.
<br />(2) Scenic river areas-Those rh'ers or sections of rivers thot
<br />fLre free of impoundments, \l"ith shorelines or watersheds still
<br />IRrgely primitive and shorelines largely undeveloped, but acees.

<br />that are readily accessible by road or railroad, that may have sodie
