'4 <br /> <br />Municipal and industrial water requirements <br /> <br />The firm of Cameron and Jones, Incorporated,consulting <br />engineers, of Denver has made an investigation and report on "Water <br />Requirements for Oil Shale, 1960-1975" for the State of Colora.dOWiiich <br />is reproduced in full as Appendix D of this report. The report dis- <br />closes that diversion requirements for municipal and incl.ustrial pur- <br />poses in western Colorado and Utah are expected to be 252,000 acre- <br />feet annually by 1975. Of this total, 159,000 acre-feet of water <br />would be consumed and 93,000 acre-feet would return to the streams. <br /> <br />It is estimated, further, that 80 percent of the total <br />municipal and industrial water diversion requirements would occur in <br />an area along the Colorado River between Rifle and De Beque, Colorado. <br />The 1975 consumptive use requirement in this area would be 80 percent <br />of 159,000 acre-feet, or 127,200 acre-feet which could be supplemented <br />or partly fulfilled b~r storage releases from Ruedi Reservoir. A <br />portion of the requirement could be met by surplus flows at points of <br />use in the Colorado River. <br /> <br />. <br /> <br />To ascertain the portion of the total requirements to be <br />derived in 1975 from flows in the Colorado River, a dai~.y operation <br />study for the critical year 1934 was made for the entire Colorado <br />Ri ver system above Cameo assuming future depleted conditions. This <br />analysis indicated that the consumptive use requirement.of 127,200 <br />acre-feet (175 c.f.s.) could be met by 88,200 acre-feet of Colorado <br />River flows and 39,000 acre-feet released from Ruedi Reservoir. <br /> <br />The water yield of Ruedi Reservoir will be greater than the <br />required 39,000 acre-feet of releases in 1975. It was necessary, <br />therefore, to project the 1975 requirements by Cameron and Jones into <br />the future to determine approximately when the full yield of the <br />reservoir would be required. The current national population growth <br />trend of about 15 percent per decade was applied to the 1975 require- <br />ments. Commercial oil shale development with accompanying urbaniza- <br />tion might expand at a much faster rate. <br /> <br />In any case, the projected estimates show that about 50 <br />years after the scheduled construction of Ruedi Dam and Reservoir, or <br />by the year 2014, the consumptive use requirement in the Rifle-De Beque <br />area would reach 300 c.f.s., or 217,200 acre-feet. After use of <br />available river flows in a critical year like 1934, 70,000 acre-feet <br />of the requirement in year 2014 would need to be furnished from <br />Ruedi Reservoir. This is the maximum yield of the reseltvoir in a year <br />such as 1934. Exhibit 4 graphically shows the estimated requirements <br />for municipal and industrial water. <br /> <br />. <br /> <br />20 <br /> <br />
