CA <br />Reforming the Decision-Making Process for Federal <br />Policy- Mechanisms must be designed that provide for <br />meaningful input from both the public and existing enti- <br />tlement holders. In the Three State Process, for example, <br />recreational, environmental, and power interests as well as <br />entitlement holders were kept out-of-the-loop for many <br />months as federal and state-appointed representatives <br />explored ways to change the Law of the River, as well as <br />reservoir operations without any analysis of the conse- <br />quences of the proposed actions on stakeholders.
