What will we do to be prepared to follow the <br />values in the future. <br /> <br />Most bullets imply that present institutional structure does- <br />n't work. There should be some recognition of the part of <br />the structure which does work. <br /> <br />Basin-wide, or problem shed theme is valid, but it's not the <br />only one. If we want broad participation, we need to recog- <br />nize that. <br /> <br />BUREAU OF RECLAMATION MEETING <br />BOULDE:R CITY, NV <br />Forum? Focus is both on the general need and on specific <br />mechanisms. <br /> <br />Need an issue that addresses the issues of having an Upper <br />Colorado River Commission and not a lower one. Should <br />we have a lower basin traditional organization? Air it in the <br />public forum. <br /> <br /> <br />Or should a group of stakeholders be put together to assist <br />in lower basin management? <br /> <br />People feel Arizona Department of Water Resources does <br />not represent them. This comes up in many different ways, <br />e.g., compartmentalization. <br /> <br />Basin wide forum? Get a lower basin forum, then merge it <br />with upper basin. <br /> <br />Implications of narrow focus on planning for water and <br />power resources. <br /> <br />Inability to predict the future. Adds scope as well as time. <br /> <br />Age old issue of differing demands of water vs. power <br />users. Now, water has priority because of law. Issue is bal- <br />ance of demands. <br /> <br />There is no mention of allocations made based on erro- <br />neous water supply data. Some feel allocations need to be <br />looked at again. Supply issues. <br /> <br />On one hand, some say let's reopen the Colorado River <br />Compact; but others say don't touch it. This is somewhat <br />covered under Topic 3. <br /> <br />BUREAU OF RECL.AMATION MEETING <br />DENVER, CO <br />Tools for making operational decisions along river; model- <br />ing. Colorado is doing an independent, parallel effort from <br />Bureau of Reclamation, indicates distrust of federal efforts. <br /> <br />Get information from Reclamation/USGS modeling efforts <br />for Colorado River. <br /> <br />Accurate water use accounting. Groundwater pumping <br />effects on surface water. Relates to determining transferable <br /> <br />water supplies accurately. CA <br />Working together to ensure adequate supplies of Colorado <br />River water while meeting our obligations regarding <br />endangered species appears to be the key to accomplish- <br />ments by basin management. <br /> <br />Many programs have been proposed and some have seen <br />some experimentation. Many promise to stretch water use <br />for much of the west. But we need our 21st-century water <br />plans in place before there can be augmentation on a <br />meaningful scale. Tliat's the task at hand. <br /> <br />It appears that in order for us to move ahead with plans <br />to ensure Colorado River water for future demands while <br />we meet our obligations regarding endangered species, <br />weill have to work more closely in focusing our efforts or <br />perhaps face court-imposed restrictions that none of us <br />could endure without making sacrifices. <br />
