<br /> <br />The Grand Canyon Trust wishes to thank the state water agencies of Arizona, <br />Colorado, California, New Mexico, Nevada, Utah, and Wyoming for their <br />help in contacting basin stakeholders. We thank those stakeholders for their <br />support and participation in this effort. <br /> <br />We thank the Commissioner of the Bureau of Reclamation for the opportu- <br />nity to conduct this study and to better understand the issues and people of <br />the Colorado River basin. Finally we wish to acknowledge the staff of the <br />Upper Basin and Lower Basin regions of the Bureau of Reclamation for their <br />assistance, guidance, and patience throughout this process. <br /> <br />THIS REPORT IS THE WORK <br />OF GRAND CANYON TRUST, <br /> <br />Despite the extensive stakeholder participation in this study, it is important . <br />to note that this report is the product of Grand Canyon Trust. As such it does <br />not necessarily represent the position of the participants or the Bureau of <br />Reclamation. It was our purpose to interact with a variety of diverse and often <br />conflicting interests, to accurately collect their thoughts and to fairly and <br />honestly analyze them. There was explicit acknowledgement throughout the <br />study that stakeholder participation would not be interpreted as support for <br />the product. <br /> <br />However, the information included here is the product of broad stakeholder <br />participation. Accordingly Appendices I & II contain verbatim comments and <br />perspectives on Colorado River Basin management provided by study partic- <br />ipants. Diverse, thoughtful, passionate and often contentious, these view- <br />points provide a unique snapshot of the basin today. They are worth reading. <br /> <br />The Colorado River has always evoked strong emotion, a powerful symbol <br />representing a region and its way of life. From its distant beginnings the river <br />has overcome many obstacles, crossing high plateaus, adapting to great fluc- <br />tuations in hydrology and sediment load.
