The current status of these programs will <br /> <br />be determined and evaluated. Because of the extensi~e nature of <br /> <br /> <br />activities in these fields by the Department of Interior through the <br /> <br /> <br />Bureau of Reclamation and its sister agencies, it is logical to assign <br /> <br /> <br />the primary responsibility for this phase of the work to the Bureau <br />of Reclamation. However, the chances for successful application of <br /> <br />these techniques to particular problems will have to be considered, <br /> <br />and the state of Kansas will need to decide whether ~o use conventional <br /> <br />SOurceS of water for meeting the future needs or to rely on advances <br /> <br />in technology for providing additional usable water to meet those <br /> <br />needs. <br /> <br />Plan Formulation <br />Allocation of water. In order to formulate a plan of develop- <br /> <br />ment based on the future needs it will be necessary to compare those <br /> <br />needs ~ith the future supplies of ground and surface water. In such <br /> <br />a comparison it will be necessary to establish priorities for the use <br /> <br />of water and to allocate the supplies to the various purposes over <br /> <br />the study period. It will also be necessary to establish a State <br />policy on allowable shortages for the various uses and the amount of <br /> <br />15 <br />
