Doc. No. 316) <br /> <br />The Speaker laid before the House the following veto message <br />from the President of the United states: <br /> <br />TO. THE HOUSE aF REPRESENTATIVES: <br /> <br />I am returning without my approval H. R. 3788, liTo authorize <br />the Secretary of the Inte~ior to construct, operate, and main- <br />tain the Vermejo reclamat:t.on project, New Mexico." <br /> <br />The bill would authorize the Secretary of the Interior, througn <br />the Bureau of Reclamation, to construct, operate, and maintain <br />the Vermejo reclamation project for the purpose of irrigating <br />approximately 7,20.0. acres of semi-arid land in Colfax Oounty, <br />New Mexico; controlling floods; providing for the preservation <br />and propagation of fish and wildlife; and providing recreation- <br />al facilities. ' <br /> <br />The total cost of this project is estimated to be $2,959,0.0.0. <br />with tentative allocations as follows: <br /> <br />Reimbursable: Irrigation. <br />Nonreimbursable: ,. <br />Sediment control. <br />Fish and wildlife <br />Recreation. . . . <br />Flood control . . <br /> <br />$1,788,0.80. <br /> <br />222,0.0.0. <br />718,590. <br />134,88a <br />95,450. <br /> <br />. . <br /> <br />.' . <br /> <br />. . <br /> <br />, <br />. . <br /> <br />The project report shows the benefit-cost ratio to be 1.76 to <br />I. <br /> <br />It is estimated that the reimbursable costs would be repaid by <br />the water userS without interest in 67 years (plus a 7-year <br />development period). This estimate is based upon an economic <br />analysiS which indicates that the water users will be able to <br />meet annual water charges of $6.30. per acre. af this amount <br />$2.61 per acre will be required for operation and maintenance, <br />thus leaving $3.69 per aCre available for application against <br />construction charges. <br /> <br />These estimates of the ability of the water users to repay the <br />costs allocated to irrigation were not officially reviewed by <br />the Department of Agriculture in the usual manner before the <br />Cong~ess took action on this bill. Time has not permitted such <br />review to be made within the period allowed for Presidential <br />action on enrolled bills.
