Even though the purported national benefits of an irrigation project may exceed the cost of the project, tfle cost may be considerably ,. in excess of the repayment ability of the direct beneficiaries and, in the absence of some ~eans of stlbsidiz1ng the difference, the project becomes infeasible, III connection with the project und,er consideration, at pl'esent there is no means of' subsidizing the difference between the irrigation cost and the amount the direct beneficiaries are able to pay. A comparison of the crop yields and net income the farmer would receive with and without project conditions afford a means of evaluating his ability to pay for project water. The mean annual gross income was estimated to be $8.82 and $26.20 for present conditions on dry land and irrigated land, respectively. Under project conditions the income was estimated to be $41.20, an increase of $32.38 for dry land and $15.00 for irrigated land. -17-
