It would be absolutely Impossible to operate Lake Powell <br /> <br />below elevation 3600 feet wIthout drawing it down during excessively high water <br /> <br />years ahead of the spring runoff because there are no facIlities In the dam that <br /> <br />would permit spilling water rapidly enough to hold the surface close to 3600 <br /> <br />feet. The outlet gates and turbine penstocks have dIscharge capaclties lImited <br /> <br />by their phYSical dimensions at given heads, and the sIlls of the spillways in <br /> <br />the dam me abollt 50 feet abovp- deviltlon 3fl(ln feet. Tn spite of t110. doctor's <br /> <br />statement to the contrary, there are records of past floods at Glen Canyon which, <br /> <br />if they were to occur again, and Lake Powell were empty before they started, <br /> <br />would cause water to rise against the dam many feet above elevation 3600; <br /> <br />although the turbInes were permItted to take all of the water they could handle. <br /> <br />(while generating large amounts of dump power for whIch there may not be a <br /> <br />market at the time) and the outlet gates were permitted to remaIn wIde open. <br /> <br />At least the doctor Is correct when he saId that, "Flood control reservoirs are <br /> <br />always maintained at only a fraqtion of their capacity for this reason." <br /> <br />When all of the facts are laid on the table, how can anyone conclude <br /> <br />other than that Governor Love, a well-versed member of the Upper Colorado River <br /> <br />Commission, and the water-wIse Colorado State legislature acted in the best <br /> <br />interests of Colorado and her three sister States when they directed that an <br /> <br />aggressive fight should be made to protect Colorado's interests in the Colorado <br /> <br />River by intervenIng In the Rainbow BrIdge lawsuit? <br /> <br />18 <br /> <br />
