Section <br />414.5. in the 3rd column: <br />The rule should state that the evaluation of iIlIpacl~ was based on the Colorado River <br />Salinity Standards CUIrentIy in place. The rule should acknowledge that the Colorado <br />River Salinity Control Program currently in place provides the means to offset any <br />increase in salinity as a result of implementing the proposed rule. Pwvose. 2nd column: <br />We suggest that the following language be included in the "Purpose": "The actions <br />contemplated by the rule are deemed to be within the current authority of the Secretary <br />under the body of law known as the 'Law of the Colorado River.' It is not the intent of <br />this rule to cbange Or expand the authorities UDder the 'Law of the Colorado River. ' <br />Nothing in the rule ehanges the apportionments made to individual states under the <br />'Law of the Colorado River.' The only intent of the role is to provide for the effICient <br />use of nnnsed apportionment and $lllpluscs within the 'Law of the Colorado River' in <br />the Lower Division States. Water users shall not be entitled to rely on supplies that <br />become temporarily available under this role beyond the provisions of specific interstate <br />water storage agreements approved by the Secretary_All states should plan upon living <br />within the apportionments made to them under the 'Law of the Colorado River' .
