We commend the Secretary and the Bureau for the deliberate pace with which you <br />have considered the points of view of all those who may be interested in the proposed rule <br />.while remaining committed to publication of a final rule by fall of this year. <br /> <br />Nevada's perspective, as represented in the enclosed comments and specific suggestions <br />for amendment to the language of the proposed rules, is that the facilitation approach taken by <br />the proposed rule is appropriate and supportive of the water banking transaction tentatively <br />contemplated between Arizona and Nevada.
