Without the agricultural <br />component of CAP demand, it is likely the state will not fully utilize its <br />entitlement in the near term. <br /> <br />Kev Considerations: <br /> <br />. <br /> <br />Arizona's full entitlement to Colorado River water delivered by the CAP (1 .5 maf Iyr) <br />must be preserved and protected to assure that the state's economic development <br />and growth needs can be met in the future. <br /> <br />. <br /> <br />To the extent Arizona does not fully utilize its CAP supplies in the short-term, <br />negotiations with California, Nevada or the federal government must be prefaced <br />with a demand that Arizona's low priority position on the River be improved. <br /> <br />. <br /> <br />Negotiations for the acquisition of available CAP water should be considered with <br />the following entities for the following uses: (not in priority order) <br /> <br />-Federal government for fish, wildlife, and for uncommitted water for environmental <br />purposes within Arizona. <br />-Federal government for the Cienega de Santa Clara. <br />-California for M&I use. <br />-Nevada for M&I use. <br />-Clearinghouse for available water supplies. <br />-Indian water rights settlements in Arizona. <br /> <br />Policv Issue: In any reformulation of the CAP, how should the water management goals <br />of the state's Groundwater Management Code be integrated into the solution? <br /> <br />The goals of the 1980 Groundwater Management Code, especially the safe <br />yield goals for the Phoenix and Tucson Active Management Areas, were <br /> <br />FINAL REPORT AND RECOMMENDA TIONS <br /> <br />21 <br />
