<br />.r-- <br />C) <br />c: <br />~j <br />c.. <br />C.) <br /> <br />. <br /> <br />, <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />GOVERNOR'S CENTRAL ARIZONA PROJECT ADVISORY COMMITTEE <br /> <br />of Arizona are the likely effects on water management programs and the economy if large <br />volumes of CAP water go unused. <br /> <br />Step 3 - Identification of problems, issues and concerns. <br /> <br />The purpose of this step was to list and describe the issues and concerns of the <br />water users and the public. From previous work by the Task Force and the White Paper <br />effort, it appeared that the primary concerns involve financial considerations and water <br />supply allocation considerations. <br /> <br />Because the concerns of different parties varied greatly, each subcontractor, <br />interested party or individual with specific expertise was provided an opportunity to have <br />input. The results of the issues and concerns assessment were arrayed and presented to <br />the Governor's CAP Advisory Committee. <br /> <br />Step 4 - Identification of solution elements. <br /> <br />Based on the results of Step 3, a report was prepared which described a variety of <br />alternative solutions which could address the problems and concerns. Each solution <br />element was briefly described and analyzed for the actions required to lead to <br />implementation. Some possible solutions were applicable to more than one problem area. <br /> <br />Step 5 - Working group analysis. <br /> <br />As mentioned previously, working groups were formed to provide a focused analysis <br />on three primary issue areas: financial/legal issues, environmental issues, and Indian <br />issues. The working groups were supported by additional staff studies that developed data <br />and provided more information on certain solution elements. Each working group prepared <br />a progress report and a final report for consideration by the full Advisory Committee.
