TEXAS

There are 64,700 square miles of Texas in the Rio Grande
Region. The Texas part of the region includes part of aggregated
Sub-Areas 1302 and all of Sub-Areas 1303 and 1305. The major
portion of Sub-Area 1302 is in New Mexico and only 10 percent
of the Area is in Texas.

The Rio Grande enters Texas at El Paso at elevation 3698.
Most of the Rio Grande flows are committed to use either in Texas
or Mexico,so for practical purposes there is little or no flow
available in the Rio Grande below El Paso. There are 93,000
square miles of the Rio Grande drainage area in Mexico. The
waters of the Rio. Grande are allocated between Mexico and the
United States which is administered by the International Boundary
Commission.

The 1975 population of the Rio Grande Basin within Texas was
about 1,000,000. Approximately 90 percent of the population is
urban. El Paso, with a population of 400,000, is closely allied
to the economic activity in the New Mexico portion of ASA 1302.
Aggregated Sub-Area 1303, with a population of 85,000, is almost
entirely rural. The area is rugged and scenic. Big Bend National
Park with 1,100 square miles is an outstanding feature of this
area. The lower Rio Grande (ASA 1305) with a population of 511,000
is a highly developed agricultural area with approximately 800,000
acres of irrigated land. There are many thriving urban areas in
the Lower Rio Grande ASA which are centers for commercial fishing,
oil and gas production, and agri-business. Approximately 80 percent
of the ASA population is urban.

Texas has identified six problems in the Region that are of
concern to the State. 'Five "Group A" problems are so considered
because they are currently unresolved and are not being adequately
addressed by an ongoing or recently completed study and with no
timely actions by either Federal or non-Federal entities.

GROUP A PROBLEMS

Problem Area I, ASA 1303. Irrigation Water Supply and Quality Problems
in the Pecos Valley and Adjacent Areas.

Irrigated lands in the Trans-Pecos region of Texas are centered
largely along the Pecos River in Reeves, Pecos, Loving and Ward Counties.

.. ,~ ,., .
