<br /><::;> <br />00 <br />,.!::. <br />0) <br /> <br />10. <br /> <br />Membership on the Council is specified in the authorizing statute as being comprised of no <br />more than three representatives from each of the seven Basin States (Wyoming, Colorado, <br />Utah, New Mexico, Arizona, Nevada, and California). The representatives will serve at the <br />discretion of the Governors ofthe States involved, with the membership balanced in terms of <br />points of view represented and functions to be performed. <br /> <br />11. The Council is expected to meet, to review program activities and conduct related business, no <br />less than once a year, with other meetings called as deemed necessary by the Councilor the <br />Designated Federal Official. <br /> <br />12. The duties and functions of the Council will extend beyond the termination period of the <br />charter because of the timeframe for the planning and construction of the Title It features, as <br />required by section 14 (a)(2) of the Federal Advisory Committee Act, 5 U.S.C.
