<br />1999 ANNUAL REPORT <br /> <br />o <br />00 <br />w::.. <br />~ implemented. There needs to be a common analysis as to how the implementation of the program <br />is consistent with the environmental impact statements or other National Environmental Policy Act <br />compliance documents that have been previously prepared for the salinity control program. <br /> <br />The Council further requests written responses to all questions or issues raised in this report <br />concerning the USDA by May 22, 2000. <br /> <br />The Council wishes to conclude its discussion of the USDA's activities on a very positive note. The <br />designation of a special interest area by the USDA is very much needed and appreciated. The <br />Council commends the USDA officials instrumental in making these decisions. It is recognized that <br />there will be continued criticism of the EQIP program's implementation until adequate funds are <br />provided by the Congress. The Council will recommend to the Congress not only that EQIP <br />program funding nationwide be restored to the original $200 million amount, but that the Congress <br />support the President's request if it is greater than $200 million. <br /> <br />u.s. Fish & Wildlife Service (USFWS) <br /> <br />The Council recognizes the USFWS role in the implementation ofthe salinity control program and <br />appreciates its efforts. The Council requests that the USFWS work with the Basin states to achieve <br />consistency in our common goals. The Council also requests that the USFWS review the <br />opportunities to expand wildlife mitigation banking.
